Passengers get de-serialized and activated on bottom corner if saved while being transited in a vehicle (such as airside shuttle bus or service car)

      Description

      Hi, I have a problem, something like 441 passengers are stuck in a node in the left bottom corner of the map on the limit of the world. They went there from stands (different ones) skipping all the walls and walking all there. After every reboot some passengers (not all, I think only the ones who have the border green bag tag), go back to their stands (so different lines of passengers), then when they reach them they come back to the corner in the same way. Since the output_log would weight 41MB I'll upload a short version of the first lines. Can't upload StructureData.json, it is 11MB.
