Automated boarding desks do not always correctly open flights for boarding

Description

Reproduction:
I make a new sandbox airport. I disable construction simulation. I add ATC, a runway+runway exits, a terminal, taxiways, and some small stands. I create a checkin desk, a security checkpoint+exit, and a boarding desk. I sign a flight contract and schedule a small flight. I hire security officers and passenger service agents. I open the airport.

The passengers check in successfully. The flight is present at the gate, and its previous passengers deboard and exit. The passengers go through security. The boarding desk (in this test, an automated boarding desk) says "boarding opens at 6:05PM". 6:05PM passes, the desk UI says "now boarding", but the passengers do not budge from their chairs. The flight is delayed over and over until I decide to send it away.

This happens with every flight (I've tried up to 3 flights).

The same issue happens with non-automated (staffed) boarding desks. The passengers do not budge. The passenger service agents also do not budge.

This bug was previously reported as ACEO-32152. I am re-opening a new bug since I believe this is unrelated to passenger service agents not claiming jobs (since the issue still occurs with automated gates).
