Incorrect random chance calculation can cause conveyor belt scanning station to not correctly identify dangerous baggage

Description

I wasn't sure if this was even a bug or an intended design, but given all the parameters involved, I thought it possible that there really shouldn't be ways for things like explosives and guns to get on planes. Especially considering they pass through three layers of security. Here's an example of my setup, and just recently this security guard cleared a bag full of guns for flight. Whoops.
